Bikes rear tire alignment?

I have a bicycle in the city not long ago with rack back and defenses. I've noticed fender and rack do not align with the right rear tire. This makes me concerned that the rear tire is not aligned properly. Due to the large amount gears in the rear, it appears that the tire is closer to the frame on the left side. Is this normal, or should I try to solve this problem?

First make sure that the wheel is in the abandonment properly and see if you can center the wheel bounce. If the dropout are vertical then the wheel goes all the way and any adjustments can be made. If the wheel runs straight and is on the side that means the tire is not "served." This means that RIM does not focus on external security nuts cone axis. If there is a lot of space between the chain when it is in the bottom gears can remove the structure space / Washers on one side of the shaft and install chain on the left side of the wheel center. If this can not be done then you have to serve the rim, loosening the spokes on one side and tighten the front to the edge. This of course will require the wheel trued again. The worst scenario is that the rear frame is bent.
